EDN’s team has a high level of expertise and over 20 years of experience in federal funds consulting, management, and administration, in subjects covering the implementation of federal laws, regulations, and requirements; public funds accounting, federal fund-related tax and budgetary issues, preparing financial and program reports, business process reengineering to comply with applicable regulations, work plan development support, and technical assistance to address federal audit and/or monitoring findings, among others.

Ileana I. Fas Pacheco - Managing Member and Chief Executive Officer

Ileana Fas Pacheco’s professional career is highlighted by over 28 years of combined experience in project management and operation, engineering, compliance, and consulting, both in the public and the private sector. In 2012, she founded EDN Consulting Group, LLC, where her expertise in federal program administration and compliance has enabled her to effectively lead the group of professionals that make up her team and guide her clients towards the achievement of their goals.

Fas-Pacheco has a bachelor’s degree in Electrical Engineering from the University of Puerto Rico, Mayagüez Campus (RUM), and a master’s degree in Business Administration and International Management from Thunderbird Graduate School in Glendale, Arizona. After working as engineer for the private industry for five years, she focused her professional efforts on public service while working for the Puerto Rico Department of State and as a Legislative Assistant at the United States Congress, where she contributed to the development of several child welfare, education, and health projects. She served as Director of the Puerto Rico Office of Management and Budget from January 2005 to June 2006 and headed the Puerto Rico Department of Education’s Federal Affairs Office from mid-2003 until the end of 2004. Her work in this Office was essential in securing the first agreement that removed the high-risk rating imposed by the United States Department of Education to the country’s main agency. She has been running her company, EDN Consulting Group, LLC., since 2012. In her personal capacity, Fas-Pacheco collaborates with several non-profit organizations that promote both social and cultural development among Puerto Rican communities. She currently chairs the Board of Directors of Voluntad PR, a non-profit organization whose purpose is to promote and drive economic, social, and community development in Puerto Rico through philanthropic, artistic, cultural, and social activities.

Alfredo Martínez Álvarez Jr. - President

Alfredo Martínez Álvarez, Jr. has 27 years of experience in the fields of administration, management, and real estate, as well as extensive expertise in processes for compliance of the strict controls established by U.S. government agencies. He is also specialized in the development and administration of multifamily housing projects and retail space for family-owned businesses.

In 2017, following the aftermath caused by the devastating effects of Hurricane María, Martínez-Álvarez took over the presidency of EDN Consulting Group, LLC., reinforcing the efforts of the managerial team, in order to comply with all the laws and regulations applicable to each of the sectors and industries they served. Under his leadership, the company substantially expanded its services. As part of his professional training, he has a bachelor’s degree in Business Administration and Management from the St. Thomas Aquinas College in New York. Much of his experience derives from his work at the family-owned conglomerate “Empresas Martinal”, which he currently presides. He served as Treasurer and is the current President of the Puerto Rico Builders Association, where he has been a Board member since 2011. He is also a member of the Board of Directors of the Southeastern Affordable Housing Management Association (SAHMA), representing Puerto Rico, and is the Chairman of several condominium association boards of directors.

Raymond Rivera Pacheco

Raymond Rivera Pacheco is a Certified Public Accountant (CPA) with over 22 years of experience as auditor and administrative consultant to public and private institutions. He has a bachelor’s degree in Business Administration with a concentration in Accounting from the University of Puerto Rico, Río Piedras Campus.

He has extensive expertise in internal restructuring processes, both at the financial and administrative level, as well as in the development and implementation of procedures and work tools for monitoring units. Rivera-Pacheco has had a distinguished career in several highly regulated agencies that manage large amounts of combined state and federal funds. These agencies include: the Puerto Rico Department of Health, the Telecommunications Regulatory Board of Puerto Rico, the Puerto Rico Office of Budget and Management, the Puerto Rico Government Development Bank, the Municipal Revenue Collection Center, the Training and Labor Affairs Advisory and Human Resources Administration Office (OCALARH, for its Spanish acronym), the Puerto Rico Traffic Safety Commission, and the Puerto Rico Department of Education.

Cristina Torres Casiano

Cristina Torres Casiano is an attorney with over 24 years of experience and an executive leader in the public as well as the private sector. She earned her Juris Doctor from the Pontifical Catholic University of Puerto Rico and a bachelor’s degree in Sociology from Stetson University in DeLand, Florida, and a minor in Business Law.

She has been admitted to practice law before the courts of the Commonwealth of Puerto Rico and of the United States, including the First Circuit Court of Appeals in Boston, since 2000. She served as Legal Advisor for the Puerto Rico Office of Management and Budget, Director of the Legal Division of the Puerto Rico Administration of Juvenile Institutions, and Director of the Consumer Affairs Department’s Arecibo regional office. She was also Public Safety Associate Consultant for the Governor of Puerto Rico. During her time working at her private practice, she focused on civil, criminal, and administrative law.

Juan A. González Sánchez

Juan González Sánchez is an accountant with over 16 years of experience providing consulting services to the Department of Education. He has a Master of Science degree with a major in Information Systems Audit and a bachelor’s degree in Business Administration with a concentration in Accounting, both from the University of the Sacred Heart. He also holds an IT Management Certification issued by the European Forum of the Navarra Business School in Spain.

During his more than ten years of professional experience, he has worked as auditor, financial analyst, and consultant for the public and private sector. His achievements in the private business sector include the development of the fiscal and operational framework for Puerto Rico and the Caribbean for an international company dedicated to the provision of educational products and services.

Daileen Carrión Muñoz

Daileen Carrión Muñoz is a civil law attorney and notary who has provided consulting services to the Department of Education for over 13 years. She was admitted to practice law in 2011, upon earning a Juris Doctor from the Pontifical Catholic University of Puerto Rico Law School in Ponce and a bachelor’s degree from the School of Social Sciences of the University of Puerto Rico in Río Piedras, with a concentration in Labor Relations.

As part of her professional career, spanning almost a decade, Carrión-Muñoz has worked for the Puerto Rico Department of Education in federally funded projects under Titles I and III of the Elementary and Secondary Education Act, and has collaborated in several federal monitoring processes, among other activities related to the use and management of federal funds and compliance with applicable regulations.

Rosanna I. Dalmau Ramírez

Rosanna Dalmau Ramírez is a consultant with over 21 years of accumulated experience, including over 10 years of experience in educational management and compliance, both at the private and public level. She has a master’s degree in Educational Administration from Universidad del Turabo and a bachelor’s degree in Education from the University of Puerto Rico, Río Piedras Campus.

In addition to her eight years of experience as a consultant for the Puerto Rico Department of Education, she worked at the Management Office, where she served as Manager of the Education, Culture, Recreation, and Sports, and is teacher certified by the Puerto Rico Department of Education.

Alejandro Garrastazu-Santiago

Alejandro Garrastazu-Santiago is a Certified Public Accountant (CPA) with 9 years of experience as an auditor and financial and compliance analyst. He has been working as a consultant for the Puerto Rico Department of Education since mid-2020. Garrastazu-Santiago has a bachelor’s degree in Business Administration with a concentration in Accounting from the University of Puerto Rico, Mayagüez Campus.

Yamil Vázquez Hidalgo

He obtained a Juris Doctor degree from the Inter-American University of Puerto Rico and was admitted to the practice of law and notary by the Supreme Court of Puerto Rico. He completed a Bachelor of Science degree with a concentration in Biology from the University of Puerto Rico, Mayagüez Campus. Vázquez Hidalgo has more than 6 years of experience in research, legal analysis and writing, legal advice, project management, requests for proposals (RFPs), technical assistance and regulatory compliance in the administration of federal funds.

Juan C. Zuñiga-Hernández

Juan C. Zuñiga-Hernández is a Certified Public Accountant with 3 years of experience providing audit services and 10 years of experience providing consulting services to the Puerto Rico Department of Education. He has a bachelor’s degree in Business Administration with a concentration in Accounting from the University of Puerto Rico.

Almaris Martínez Colón

She holds a Juris Doctor degree from the University of Puerto Rico, a master’s degree in Business Administration from the Inter-American University, a certificate in Accounting from Prima Community College, in Arizona, and a Bachelor of Science with a concentration in Geology from the University of Puerto Rico, Río Piedras Campus. She has more than 12 years of experience in administration, accounting and finance in both the public and private sectors. She has advised on compliance aspects regarding the management of municipal, state and federal funds.

Calyn F. Díaz Rodríguez

He holds a Juris Doctor degree from the Inter-American University of Puerto Rico and a bachelor’s degree in Political Science from the University of Puerto Rico, Río Piedras Campus and was admitted to the practice of law and notary by the Supreme Court of Puerto Rico. He has 12 years of experience in coordinating and complying with state and federal regulations, account reconciliation, billing, and tax processes.

Emely Torres Vicente

Emely Torres Vicente is a consultant with 20 years of experience providing consulting services to the Puerto Rico Office of Management and Budget (OGP, for its Spanish acronym) and eight years of experience providing consulting services to the Puerto Rico Department of Education. She has a bachelor’s of arts degree in Psychology and Mental Health from the University of Puerto Rico, Cayey Campus, and a master’s degree in Public Administration with a concentration in Personnel Management from the University of Puerto Rico, Río Piedras Campus.

Jenniffer E. Alejandro-Santiago

Jenniffer E. Alejandro-Santiago is an accountant with 20 years of experience providing consulting services to the Puerto Rico Department of Education and has over 10 years of experience as an accountant for multinational companies such as Johnson & Johnson, Brinks, and SBS. She holds a bachelor’s degree in Business Administration with a concentration in Accounting and Marketing from the University of Puerto Rico, Río Piedras Campus, and a master’s degree in Finance from the Inter American University of Puerto Rico.

Jarlyn González Pérez

She obtained a Juris Doctor degree from the Pontifical Catholic University of Puerto Rico, in Ponce; a master’s degree in Business Administration with a concentration in Finance from the Inter-American University of Puerto Rico, Metropolitan Campus and a bachelor’s degree in Business Administration with a concentration in Accounting from the University of Puerto Rico, Humacao Campus. She was admitted to the practice of law and notary by the Supreme Court of Puerto Rico. For more than 12 years, she has served from the public and private spheres to various institutions managing regulatory aspects and state and federal laws such as the Federal Tax Credit, the Foreign Account Tax Compliance Act (FATCA) and Anti-Money Laundering (AML). Through our company, she provides consulting and technical assistance to the Puerto Rico Department of Education, particularly for federal programs whose funds are administered by the agency’s Office of Federal Affairs.

Luis A. Quintana Torres

He holds a Juris Doctor degree from the University of Puerto Rico, and a Bachelor of Arts degree with a concentration in Economics from the University of Puerto Rico, Mayagüez Campus. His 10 years of banking experience as a national and international compliance officer focused on laws and regulations such as the Bank Secrecy Act (BSA), Anti-Money Laundering (AML), Office of Foreign Assets Control (OFAC) and Suspicious Activity Report (SAR), enable him to anticipate, prevent and mitigate risks.

Ralph A. Martínez Rosario

He obtained a Juris Doctor degree from the Inter-American University of Puerto Rico and was admitted to the practice of law and notary by the Supreme Court of Puerto Rico. In addition, he has completed a master’s degree in Public Administration with a concentration in Financial Policy and Personnel Administration from the University of Puerto Rico, Río Piedras Campus, and a bachelor’s degree in Criminal Justice with a concentration in Research from the Inter-American University of Puerto Rico, Metro Campus. He has 12 years of experience in state and federal service, management, and regulation of the financial industry, as well as design, planning, and management of projects subsidized through federal funding allocations.

Adán López Nieves

He holds a bachelor’s degree in Business Administration with a concentration in Accounting from the University of Puerto Rico, Cayey Campus. He has 5 years of experience in financial consulting, strategic development, policy creation for accounting processes, financial statements, auditing and compliance. He participated in an audit process for compliance with Law No. 211, as amended, Act for the Execution of the Plan for the Reorganization of the Public Service Regulatory Board in Puerto Rico.

Elmer L. Pabón Nieves

He holds a Doctorate in Education with a concentration in Educational and Organizational Leadership, a degree conferred by NOVA Southeastern University, in Fort Lauderdale, Florida. He holds a master’s degree in Education from National University College and a bachelor’s degree in Elementary Education from the Central University of Bayamón. He obtained certifications as an elementary school teacher and as a school principal in grades kindergarten through twelfth, both conferred by the Puerto Rico Department of Education. He was school director of the Colegio Bautista in Gurabo and dean of Student Affairs at EDP University, in Hato Rey. He has 8 years of experience in educational supervision, training and administration, as well as in consulting and coordination for the development and implementation of educational proposals following state and federal regulations.

Darren Jiménez Pérez

He completed a bachelor’s degree in Business Administration with a concentration in Accounting from the University of Puerto Rico, Río Piedras Campus. He has 4 years of experience in manufacturing, banking, and financial services industries, as well as in the administration and oversight of public fund allocations for educational services. He has developed assessment tools, manuals and plans for financial control, auditing, risk mitigation and compliance, both in the local and international context, following the standards of the Sarbanes-Oxley Act (SOX), the Committee of Sponsoring Organizations of the Treadway Commission and Enterprise Risk Management (COSO-ERM), the International Financial Reporting Standards (IFRS) and the International Accounting Standards (IAS).

Karani Vélez Delgado

She holds a master’s degree in Business Administration with a concentration in Accounting from the Metropolitan University (now Universidad Ana G. Méndez), and a bachelor’s degree in Business Administration with a concentration in Accounting from the University of Puerto Rico, Río Piedras Campus. She has 8 years of varied experience in payroll accounting, inventory, suppliers, reports to municipal, state, and federal agencies, and audits, among others.

Lisandra Ramos-Rivera

Lisandra Ramos-Rivera is a Certified Public Accountant (CPA) who has over 11 years of experience in Public Accounting, including audit and consulting services to the Puerto Rico Department of Education. She has a bachelor’s degree in Business Administration with a concentration in Accounting from the University of Puerto Rico, Río Piedras Campus.

Luis Gabriel Rivera Cruz

Luis G. Rivera-Cruz is a consultant has 7 years of combined experience providing consulting services to the Puerto Rico Department of Education, as well as a Business Development Supervisor and Director and Consultant for private companies and public institutions. He has a bachelor’s degree in Biology and a master’s degree in Business Administration (MBA) from the University of Puerto Rico, Río Piedras Campus.

Miguel Garratón Gutiérrez

He obtained a Juris Doctor degree from the University of Puerto Rico, Rio Piedras campus, and was admitted to the practice of law and notary by the Supreme Court of Puerto Rico. He holds a master’s degree in Business Administration with a concentration in Finance, Psychology and Philosophy from the University of the Sacred Heart, and a Bachelor of Science degree with a concentration in Geology from the University of Puerto Rico, Río Piedras Campus. In addition, he holds a certification in Accounting from Prima Community College, in Tucson, Arizona. He has 5 years of experience as an analyst, investigator, and legal officer in cases involving the awarding of federally funded auctions and projects, arbitration, medical malpractice, and others.

Zoami Delgado Oliveras

She completed a bachelor’s degree in Business Administration with a concentration in Accounting from the University of Puerto Rico, Río Piedras Campus and is certified as a CPA (Certified Public Accountant). She has 9 years of experience providing organizational and institutional consulting, auditing, and local, federal, and international compliance services for entities in various sectors and industries including commercial, financial, cooperative, healthcare, hospitality, manufacturing, non-profit, and educational. As part of the EDN Consulting Group team, she has provided consulting to the Puerto Rico Department of Education such as the Office of Federal Affairs, the Office of Finance, and the Office of the Budget.

Pedro L. Perdomo-Pillot

He holds a master’s degree in Business Administration with a concentration in Accounting from Bowling Green State University, in Ohio and a bachelor’s degree in Business Administration with a concentration in Accounting from the University of Puerto Rico, Río Piedras Campus. He has 3 years of experience conducting audits in various sectors and industries with diverse processes, including Pharmacy Benefit Manager (PBM), Special Purpose Acquisition Company (SPAC) processes and Sarbanes-Oxley Act (SOX) compliance, as well as design and operational effectiveness testing following the requirements of the Public Company Accounting Oversight Board (PCAOB).

Kaysary Ramos Negrón

Kaysary Ramos is an executive assistant with over 10 years of experience. She has a bachelor’s of arts degree in Psychology from the University of Central Florida and a master’s degree in Human Resources from the Metropolitan University in Orlando, Florida.

Maricelis Rivera Santos, Lic. R-1031

Maricelis Rivera-Santos is President and founder of Access All Services (AAS), the company that manages communications for EDN. She is a licensed public relations specialist and a 30-year veteran in the field of communications. AAS has excelled in the provision of professional solutions through consultancy and training for the design of communications, marketing, and business development strategies.

José R. Conaway-Mediavilla

José R. Conaway-Mediavilla is an attorney with extensive experience in the fields of administrative, government, labor, and ethics law. He has been admitted to practice law before the courts of the Commonwealth of Puerto Rico, as well as the United States District Court for the District of Puerto Rico and the First Circuit Court of Appeals in Boston.

Attorney José R. Conaway-Mediavilla manages and leads a private practice specialized in civil litigation, labor law, contract law, administrative law, government evaluation, civil rights, and damages, among others. In the private sector, he has served as legal advisor for a wide range of companies, particularly in the areas of technology, processing and credit solutions, health services providers, and financial services providers, among others. In the public sector, he has provided advice on legal and ethical matters to the Office of the Solicitor General of the Puerto Rico Department of Justice, the Puerto Rico Office of Government Ethics, and the House of Representatives Ethics Committee. He also worked for the Puerto Rico Statistics Institute, the Puerto Rico Workforce Development Administration, and the Department of Sports and Recreation. His mission at EDN Consulting Group is to ensure compliance with all local and federal laws with the higher ethical standards.
